Victoria: two programmes with different rules

Solar Homes has an owner-occupier hot water rebate. Under its usual eligibility rules, the owners' combined taxable income must be below $150,000 a year. The July 2026 income-cap change replaced the older $210,000 threshold; special exemptions can apply. Use the current hot water page to check property value, previous rebates, the existing heater, retailer and product eligibility.

VEU is a separate programme and includes eligible private rental properties. Ask the provider which discount applies and how it will appear in the quote.

NSW: check the provider and your postcode

The NSW hot water upgrade incentive currently gives indicative discounts of up to $640 for replacing an electric water heater with a heat pump, or $330 for replacing a gas heater. Your actual offer depends on the provider, model and installation. A separate NSW postcode-based hot water offer may provide larger discounts in selected areas, subject to its current terms and funding. Check your postcode with the administrator.

South Australia: ask about the available activity

REPS offers vary between providers. You do not have to be the retailer's energy customer to access its activities. Ask about your existing heater, the proposed model, any priority-group rules and the remaining amount payable.

ACT: separate the rebate and the loan

Home Energy Support has concession-card, owner-occupier, property and workshop requirements. Its non-solar upgrade category includes hot water heat pumps, with a 50% rebate capped at $2,500 across eligible upgrades in that category. Check any allowance already used. The Sustainable Household Scheme offers repayable low-interest finance; different terms apply to eligible Home Energy Support participants. Other locations and closed schemes

Check the assistance finder for your location rather than relying on an old state comparison. For example, Tasmania's Energy Saver Loan Scheme closed to new applications on 1 September 2025. That closure does not establish that every form of assistance is unavailable.

Compare the Amount You Pay and the Cost to Run It

Put the full installation quote beside the confirmed incentives. A larger discount does not by itself mean a lower final price or a better system for your home.

Renting, Investment Properties and Previous Rebates

Your living arrangement and rebate history can change which programme applies. Ask the administrator or participating provider about:

Who must own or occupy the property and who submits the application.
Permission for the work if you rent, share ownership or live in a strata property.
The existing heater and any previous incentive at the address.
The exact model and whether the retailer or installer participates in the scheme.
Any income, concession-card, property or funding requirements.

Programmes have different property rules. Victoria's Solar Homes hot water rebate ordinarily requires owner-occupation, while VEU hot water discounts include eligible private rentals. ACT Home Energy Support also has owner-occupier requirements. Avoid treating the eligibility rules for one scheme as a national answer.

Send identity or income documents only through the administrator's or provider's stated application process. Keep your quote and written eligibility confirmation with the installation records.

Plan the Application Before You Book

Check the chosen scheme's order of steps early, especially if your current heater needs urgent replacement.

Confirm the programme, property and product requirements with the administrator or participating provider.
Get an itemised quote showing incentives, exclusions and the remaining amount to pay.
Complete the required eligibility checks, approvals and certificate paperwork at the right stage.
Agree the installation date, any interruption to hot water and the handover documents.
Keep the invoice, claim confirmation, operating instructions and warranty information.

For an ordinary Solar Homes installation, follow Solar Victoria's approval and QR-code process before work starts. Its emergency-replacement process is different and still requires proof of eligibility. Under NSW's Energy Savings Scheme, the nomination form must be completed before installation; it does not reimburse work already completed.

Ask who handles each application and payment, and what happens if a proposed discount is not approved. Processing times vary; agree the schedule with the provider rather than relying on a fixed number of days in a guide.

Combine Eligible Support Without Counting It Twice

Ask for each incentive to be named separately in the quote, with the calculation order and any conditions. Some support can be combined, but a headline total is not proof that your job qualifies for every component.

Check whether the STC discount is already included in the advertised price.
Confirm the eligibility rules for each additional programme independently.
Ask which amount is an upfront discount and which may be paid later.
Keep loan repayments, interest and any fees separate from rebate savings.

Solar Victoria calculates its hot water rebate after other discounts. If the quote includes a VEU or STC discount, do not subtract that amount a second time. A solar-panel or battery offer has its own equipment and eligibility rules; it does not establish the assistance available for your hot water upgrade.

Give each provider the same brief: your address, existing heater, household hot water routine, proposed location and any access or removal work. Ask them to explain why the suggested model suits the home.
